Funding Analysis
Comprehensive analysis of federal, state, and private funding flows to tree and seedling nurseries across the United States.
Federal Funding
The US Forest Service operates 6 nurseries and 8 seed extractories that anchor the nation's federal reforestation pipeline. These facilities supply seedlings, seeds, and technical expertise across regions.
⚠️ Current State: Fragility and Uncertainty
Much federal investment was drawn from the Bipartisan Infrastructure Law (BIL), which now faces uncertainty. Combined with recent layoffs at federal nurseries and workforce instability, long-term planning is constrained by political and fiscal volatility.
Key Findings (2020-2025)
Total Federal Spending: $485.8M
USFS dominates with $290.5M (60%), followed by BLM at $133.5M (27%). All other agencies contributed less than $62M combined.
23% Went to Nurseries
$113.9M of the $485.8M total was awarded to nursery operators. The remaining 77% ($372M) went to non-nursery service providers—primarily fuel reduction ($215M), vegetation management ($50M), and planting ($71.4M).
Tree & Seedling Funding: $18.4M
Of the $113.9M in nursery funding, $18.4M (16.4%) supported tree and seedling nurseries. The majority ($58.85M or 51.7%) went to grass nurseries.
Concentrated Supplier Landscape
Funding is highly concentrated among a few suppliers. Top recipients: PRT USA ($5.6M), Silhouette Farm & Forestry ($3.1M), Cal Forest Nurseries ($2.7M), and International Forest Company ($2.3M).

Path Forward
With more consistent multi-year commitments, greater workforce support, and closer alignment between appropriations and reforestation demand, the federal nursery system can move from uncertainty toward renewal and expanded capacity—getting the right trees planted in the right places.
